The problem is the MultiProvider and Cubes. Yes, the error occurs when trying to activate the Query, but that's only because the InfoProviders are incorrectly built. It's looking for a reference object that is not in there. The problem is that this object does not come standard with the MultiProvider, despite the fact that it needs it there to be validated. Yes, I've re-installed it multiple times with both optional objects and only neccessary objects.
But it doesn't matter. If you read the SAP technical spec I included in my original post and look at the MultiProvider itself ( 0PCCP_M10 ), you will see that the object is not even in there either. The object it's erring on is: 0CCOMP_HLP. If the standard SAP technical spec does not show it as being a part of the standard content, and a straight up installation of them is also missing, then the issue is not on our end with the installation process. My hope is that there's a note for this. If not, then we'll push forward with custome cubes and multiproviders and will just use the standard infosources and datasources to extract the data.
