Good eyes, I guess you have seen the SAP HANA processing possible flag 
The system I have is on BW 7.40 SP10.
But the different BW release should not be the reason why you have this transformation incomplete in the system. Although the content release we are using is actually BI Content 757, the content objects in info area 0MMPUR (like 0PUR_C01 and tranformations) are supposed to be identical across the content releases 737, 747 and 757.
Could you please check:
- Go again to the definition of the transformation in RSA1
- Switch the Version from 'Active' to 'Content'
- Check now the second rule group again
If it is displayed there, you might try to fully delete the cube 0PUR_C01 and transformation and completely reinstall the content.
Otherwise we would need to check some repository tables...
